SUMMARY: This
item addresses draft Resolution 2004-__, Opposing Enactment of Senate Bill
1529, which was the subject of a special Board meeting scheduled for June 16,
2004 at 5:30 PM. The June 16, 2004
MPWMD meeting was cancelled due to action by State Senator Bruce
McPherson on the afternoon of June 15, 2004 to pull SB 1529 from consideration
by the Assembly Local Government Committee scheduled for June 16, 2004.
The
Board should refer to the June 16, 2004 packet which was previously distributed
and placed on the District website. The
draft Resolution (revised June 10, 2004) is provided as Exhibit 24X-A for reference. It is not known whether refinements to the
Resolution are needed as the text of an amended SB 1529 are not available at
this writing (June 17, 2004).
It
is staff’s understanding that a revised bill is being developed by Senator McPherson
in consultation with Assemblymember John Laird. The revised bill is currently scheduled for consideration at the
June 23, 2004 Assembly Local Government Committee. It is not known when the revised text will be available to the
public.
RECOMMENDATION:
The Board should consider approval of Resolution 2004-__ and may wish to
suggest refinements to the text. The
draft resolution is based on MPWMD Resolution 2003-01 (adopted May 2003)
opposing SB 149 and Board direction at the March 31 and April 19, 2004
meetings.
